The world's understanding of English appears to be getting better. The private education company EF (Education First) recently published a report called English Proficiency Index (英语熟练度指标) 2018. For its report, EF used online test results from 1.3 million test takers all over the world. The report ranks English language proficiency into five classes. They are: very high, high, moderate, low and very low proficiency. Minh Tran, EF's director of Research and Academic Partnerships, says, "At the global level, we are seeing a consistent (稳定发展的) improvement year after year."
The English Proficiency Index 2018 says Sweden is the top country for English as a foreign language. Singapore has the best ranking in Asia with "very high proficiency" in English. Some other Asian countries such as South Korea and Japan have invested a lot of time and money in English education. But these countries have not improved much since the last study came out in 2017. Minh Tran believes that they are not improving because they have not made any important change to the way they teach English. They still rely (依赖) quite heavily on rote memory (死记硬背). And there's a strong focus on grammar and vocabulary, but not so much on the actual communicative skills. English language proficiency has actually fallen in many countries in the Middle East and North Africa, partly because of wars in these areas.
EF hopes the report will help the countries know their ranks and make some improvements.
