International Homeless Animals Day falls on every third Saturday in August, which will be August 20 this year. It is meant to draw people's attention to the issue of pet overpopulation (人口过剩). The first International Homeless Animals Day was held in 1992.
International Homeless Animals Day was started by the International Society for Animal Rights (ISAR). The ISAR was set up in 1959 in the Columbia State of the United States.
