Hundreds of pedestrians(行人)in Tianjin have been punished so far this year for looking at their mobile phones while crossing the road. The regulation(规定)says that pedestrians who look at their mobile phones while crossing the road first receive a warning or a fine of 50 yuan if they refuse to correct their behaviour.
“The warning is not a simple reminder. It is a legal(合法的)way with a legal punishment notice given to the pedestrians,” Xing Yi, an official of the government,said. “Those who refuse to cooperate with the traffic police or whose behaviour harms other people will be fined 50 yuan.”
Zhou Xin works in a busy area in Tianjin. He says that he gives such punishment three to five times each day,and that most of the time the legal warning is useful.
“More and more people look at their mobile phones while crossing roads, which raises the risk of traffic accidents,” said Yang Yingjun, another official of the government. “The regulation is trying to make people pay more attention to safety when they walk.”
Yang said that in 2019,a local university student who was looking at his mobile phone while crossing a road was hit and killed by a large truck. Similar accidents have been reported in many cities,such as Taizhou and Wenzhou,so those cities have similar regulations.
Many people have expressed their support for the regulation. “I think heavier fines should be given to people who look at their mobile phones on the road,” said a netizen.
